"We must understand that our job is to help restore confidence in the future of the country, in a way that is wise and sound. Buildings can be rebuilt, and they will be. Transportation systems will be invigorated, and they will be, as well. But the vitality of our economy depends upon the willingness of Americans to spend, and for Americans to start new businesses, to purchase new equipment, and to invest in the future of this country."
